Local workspace overrides

.reqseq/local.yaml next to reqseq-workspace.yaml: settings of one person on one machine. The file is not committed (add .reqseq/ to .gitignore). It overrides where a repository of the workspace lies locally (SR-004). Faulty content is reported as a warning and ignored.
